Second Negotiation with National Tsinghua University
- The future space for the TSE planned.
- The principle for the TSE’s Academic Council: 9-11 people; its convener chosen by the Chairman of the TSE Foundation and the NTHU President. The Director for the TSE Preparatory Office and the first Dean would be discussed and determined by both NTHU and the TSE Foundation.
- The budget for the TSE.
- Based on the invitation letters sent to all the schools and the NTHU’s proposal, “The Contract between the TSE Foundation and NTHU” drafted.

- The procedure for the TSE’s annual budget:
- How to deal with the unspent budget.
- Rents and Overhead
- The construction fees for renovating the Yuehan Hall will be covered by the fund of 0.1 billion dollars. Considering the TSE’s need, the insufficient fund will be raised by the TSE.

Fourth Negotiation with National Tsinghua University
- Revised and passed “The Contract between the TSE Foundation and NTHU.”
- Requested NTHU to send the proposal and the contract back to the TSE Foundation after they were passed by the NTHU University Faulty Meeting.

The TSEF Chairman Huang-Hsiung Huang, the donor Hai Linchen, the National Tsinghua University President Hung Hocheng, the TSEF CEO Edward Chen jointly visited Minister of Education Wen-chung Pan and explained to him the idea of TSE and National Tsinghua University’s Innovation in Higher Education Proposal. Minister Pan showed tentative support.

National Tsinghua University deliberated and passed “Innovation in Higher Education Proposal-Taipei School of Economics and Political Science” in its University Faculty Meeting.

National Tsinghua University submitted “Innovation in Higher Education Proposal-Taipei School of Economics and Political Science” to the Ministry of Education and sent a copy to the Foundation.
