Invitations sent to National Taiwan University, National Yangming University, National Central University, and National Tsinghua University in the name of the TSE Preparatory Commission.

National Yangming University and National Chiaotung University both recommended NTHU and National Central University (NCU) since they were under major organizational structuring. NTHU and NCU both passed their proposals in their faculty meetings.

The review meeting was held at the NTU Alumni Club. NTHU and NCU were both led by their presidents.
The preparatory commission reached the following consensus:
- The Foundation highly recognized the proposals and presentations made by both schools, and appreciated the active support from their presidents and their teams.
- In view of their respective advantages, it was decided that the cooperation model would be this: NTHU as the main partner and NCU as the supporting partner.
- NCU will establish research centers or curricula. It can also send representatives to the TSE’s Academic Council. The cooperation model will be confirmed by the Foundation and NTHU first before it is further confirmed by both NTHU and NCU.
- Hopefully, the negotiation will be wrapped up within a month and then both parties visit the Minister of Education for support.
